Rubber doesnt kill, AIDS does, is health ministrys new mantra. The government has adopted condom-promotion as an effective policy tool to fight the spread of human immunodeficiency virus which causes AIDS.Very soon it will be mandatory for all hotels, petrol pumps, railway stations,and other public utilities to have condom vending machines. The target is to have 2.5 lakh such machines across the country by march 07,Union health minister Anbumani Ramadoss said here on Wednesday .Health ministry has also asked all other ministeries to have separate budjets for AIDS prevention activities. Talks were on with the National Highway Authority and hoteliers so that condom-vending machines could be placed in dhabas and male toilets he said.The condom promotion policy is an all-out effort by the government involving various ministeries.The ministry of human resources has already allocated Rs 64 crore for creating awareness about the disease. Them minister said the government believed that HIV was just a health issue. Therefore, there is an effort to mainstream it with all the departments,he said.The government is also likely to begin the third phase of the AIDS Control Programme next April-May , Mr Ramadoss said.
